The final Helper City Council meeting for 2019 commenced on Dec. 5. During this meeting, the council members and mayor discussed the possible approval of a contract with John Jones.
Helper City Attorney Jeremy Humes explained the purpose of the contract, summarizing the agreement that will be between John Jones, his wife Debbie and the city. The agreement will fix the encroachment on a property belonging to Jones on Roosevelt Street.
The agreement will also deed the property on First West, which should been recorded in 1994. Gary Harwood, Public Works Director for Helper, also took time to request that the storm drain easement be recorded with the First West property as a permanent easement. This was approved by the council.
Also discussed during the meeting was a discovery that hindered a previously-approved item. Recently, the council moved to become a chartered organization for the Boy Scouts. However, Mayor Lenise Peterman informed the council during the meeting that discussion with the city’s insurance company proved that the city will be unable to sponsor the Boy Scouts. This is due to the insurance company believing that the liability would be too great for the city to handle.
Councilwoman Malarie Matsuda urged the scout leader to approach the Carbon School District for sponsorship and scout leader Bill Thayn thanked the council for the consideration. The council retracted the motion to become a chartered organization.
