BLM Announces Public Comment Period for Little Wild Horse Access Road EA

Price —The Bureau of Land Management (BLM) Price Field Office announces the 15-day public comment period from March 1, through March 16, 2011, for the proposed Little Wild Horse Access Road  Environmental Assessment (EA).  The EA describes the potential impacts of Emery County’s proposal to upgrade the road to the Little Wild Horse/Bell Canyon trailhead in Emery County, Utah.

The BLM is considering granting a right-of-way (ROW) in perpetuity to Emery County.В  All activities associated with construction, operation, and maintenance of the road would be within the authorized limits of the 60-foot-wide ROW.В  Any future realignment, reconstruction, or maintenance outside the authorized width must be authorized by amending the ROW.

В

Emery County has applied for a ROW grant for the access road from the Goblin Valley State Park turn-off to the BLM-managed Little Wild Horse/Bell Canyon trailhead.В  Emery County is proposing to double chip coat the existing gravel surface, construct up to five concrete low-water crossings, and replace the existing cattle guard where the Goblin Valley State Park fence ends.

Additional information about this project is included in the EA available for public review and comment.  An electronic copy of the EA can be found on the BLM’s Environmental Notification Bulletin Board (ENBB) at https://www.blm.gov/ut/enbb/index.php or a hard copy can be obtained from the Price Field Office upon request.  Comments which contain only opinions or preferences will not receive a formal response.  However, they will be considered in the BLM decision-making process.  The most useful comments are those that identify alternatives, identify issues relevant to the proposal, or contain new technical or scientific information.

Please reference the Little Wild Horse Access Road EA when submitting comments.  Comments, including names, e-mail addresses, and street addresses of respondents will be available for public review at the BLM Price Field Office during regular business hours (7:45 a.m. to 4:30 p.m., Monday – Friday), except federal holidays.

Please include a mailing or e-mail address, phone number, or other personal identifying information with comments.В  The BLM will not consider anonymous comments.В  Individual respondents may request confidentiality.В  If you wish to withhold your name, street address, or email address from public review and disclosure under the FOIA, you must state this prominently at the beginning of your written comment.В  Such requests will be honored to the extent allowed by law.В  All submissions from organizations or businesses will be made available for public inspection in their entirety.

Written comments will be accepted during the public comment period from March 1, 2011, through March 16, 2011.В  Please submit written comments to:
