Introduction

Carbon County is soliciting proposals for general engineering services from qualified engineering firms which have five years or more experience in providing NRCS-funded watershed protection, hydraulics, road and bridge transportation, and related engineering services. The engineer shall be a licensed professional and/or structural engineer with the State of Utah and shall carry errors and omissions insurance in excess of the cost of the proposed improvements. Carbon County reserves the right to reject any and all proposals. Carbon County is planning the design and construction of emergency watershed protection services within and near the Bear Fire scar.

Background

Carbon County experienced an above average wildfire that has resulted in flooding damage. As a result of the flood, moderate to severe damage occurred to stream banks, roads, and public infrastructure.

Carbon County submitted a request for assistance to the United States Department of Agriculture, Natural Resource Conservation Service (NRCS). The NRCS has awarded Carbon County a grant under their Emergency Watershed Protection (EWP) program. The grant is divided into two (2) parts. The first part is a Technical Assistance Grant $348,990 and the second is a Financial Assistance Grant $3,579,380 for construction-related activities.

Project Goal

The goal of the project is to:

1. Provide stream stabilization throughout Crandall Canyon and protect Highway 6. Location 39.76337864  -110.90006191

2. Provide flood protection and protect county road in spring canyon. Location 39.70022583  -110.91922361

Scope of Work

In connection with this RFP, Carbon County requires qualifications and knowledge of applicable transportation design guidelines and related federal, state, and local government regulatory requirements; familiarity with and knowledge of the County’s standards; the capability to produce high-quality engineering construction plans, specifications, cost estimates, and reports; full awareness of applicable requirements for design reviews, observations, and approvals required before, during and after construction completion; and substantial experience with specific examples of on-time, on-budget transportation and related planning, design, environmental, construction observations and project management.

At the direction of Carbon County, the successful engineering firm will provide specific professional services for the term of the agreement. Such services may include, but are not limited to:

• Hydraulic analysis and modeling of the flood plain in the vicinity of the areas identified in the Damage Survey Report in order to analyze potential impacts of proposed repair/restoration/construction to properties that may be impacted by the proposed repair/restoration/ construction.

• Design, construction drawings and specifications of river channel/bank stabilization and erosion control measures (inclusive of structural and non-structural), flood control/mitigation structures, and diversion channel structures. All work must meet applicable NRCS standards and/or Army Corps of Engineers standards, design requirements required by the Utah State Engineer’s Office (including the Stream Alteration Division), and any other nationally recognized standards that may apply to this project

• Design report which addresses geology, geotechnical, structural, hydrology, hydraulics and sedimentation related to the proposed improvements.

• Develop construction cost opinion for work.

• Development of a Quality Assurance Plan which meets applicable NRCS standards.

• Development of an Operations and Maintenance Plan which meets applicable NRCS standards

• Development of a Project Inspection Plan which meets applicable NRCS standards

• Permit Applications. It is the responsibility of the firm to apply for and follow-up on any and all permits required from all state, federal and local agencies necessary to construct the project, including, but not limited to: Stream Alteration Permits and any applicable permits from the U.S. Army Corps of Engineers. All construction documents shall require that the contractor obtain a SWPPP from the Utah Department of Environmental Quality prior to beginning any work. Any delay to the project as a result of any such failure to obtain the permit or noncompliance with the permit shall not be eligible for any extension in the contract time.

• Pre-bid services to include, but not necessarily limited to, assisting bidders with questions, conducting a pre-bid meeting, issuing addendums, attending bid opening and assisting with evaluation of bids, and recommending a contractor for award.

• Construction monitoring/observation/documentation of approved project design including, but not necessarily limited to, review of contractor’s construction schedule, review shop drawings and other submittals as may be necessary to verify conformance with the specifications and drawings, respond to requests for information, review and evaluate proposed field changes and change orders, review and process pay requests, conduct day-to-day inspections, conduct weekly progress meetings throughout construction, and coordinate with contractor to prepare and provide as-built drawings following completion of construction.

Proposal Requirements

The County will review each of the submitted proposals and select and engineering firm(s) based on the following information. The proposals and the performance data requested should include the following items:

1. Letter of Interest. The firm’s project manager must be identified. The project manager is the firm’s representative who will have full responsibility for the evaluation, design and construction monitoring/inspection of the project.

2. Name of firm and the location of the firm’s offices and the office where the majority of the work for the County will be performed. The age of the firm and the average number of employees of the firm over the past five years.

3. The education, training and qualifications of key members of the firm and key employees to be assigned to this Carbon County project. Include experience, in hydrology, hydraulics, river/stream erosion mitigation and design of flood diversion structures. Emphasize direct experience with NRCS, emergency watershed protection projects. Experience shall also include roadway design, bridge design, hydraulics, and UDOT-funded project experience.

4. Current workload and availability of the key persons to be assigned to the County.

5. The firm’s record of meeting estimated budgets and schedules for projects of similar scope.

6. Recent successful projects completed by the engineering firm which are similar in nature to the anticipated project(s) being considered by Carbon County. The descriptions should indicate the technical experience and experience of the personnel with regard to this type of project and, specifically, NRCS funding and emergency watershed protection projects.

7. Projects previously completed by the engineering firm for Carbon County and familiarity with the County’s standards and preferences.

8. References for the firm and identified individuals involved in the project. References should include owner contact information.

Submittal Instructions

Proposals will be received at the Carbon County Administration Building, 751 East 100 North, Price, Utah 84501 until 5:00 p.m. on March 1st 2022. Six (6) copies of the proposal are required and the number of pages of the proposal is to be limited to no more than ten (10) pages.

Selection Criteria

Carbon County will utilize the following in selecting the firm(s) for this project. Multiple firms may be selected based on area of expertise.

• Competence to perform the services as reflected by technical training and education, engineering experience and direct experience in providing the services outlined herein. (40% score rating)

• The firm’s history of effective budget and schedule management for similar projects including accurate cost analysis. (20% score rating)

• Familiarity with Carbon County and previous prior project experience. (10% score rating)

• The ability to perform the services as reflected by workload and the availability of adequate personnel, equipment, and facilities to perform the services in a timely manner when requested. (20% rating)

• Evidence of competent design and construction monitoring (references). (10% rating)
