Governor Appoints New Board Members

Governor Gary R. Herbert has made the following major state board appointments: Phil Clinger has been appointed to the University of Utah Board of Trustees; Wilford Clyde has been appointed to the State Board of Regents; and following Susan Devey’s withdrawal of her name, Constance White has been appointed to the Department of Alcoholic Beverage Control (DABC) Commission, and Devey has instead been named a member of the Martin Luther King Commission.

Clinger will replace Randy Dryer on the University of Utah Board of Trustees in a term to expire June 30, 2015. A Salt Lake resident, Clinger is a 1967 University graduate and retired vice president at Merrill Lynch. With several past university affiliations, Clinger presently serves on the University’s National Advisory Council and Financial Advisory Committee.

Clyde will replace Brent Brown on the State Board of Regents in a term to expire June 30, 2015. A lifelong Springville resident and the city’s current mayor, Clyde graduated in accounting from Brigham Young University and is president and CEO of Clyde Companies, Inc., which is the parent company of WW Clyde and Co., Geneva Rock Products, Sunroc, Gorge Rock and Beehive Insurance.

White’s name will be forwarded to the Utah State Senate for confirmation in place of Devey’s name. On Friday, Devey sent the Governor’s Office correspondence indicating her desire to withdraw her name for the DABC assignment, citing time and family conflicts. Devey’s letter states, “Given that this department is facing tremendous challenges and will require a significant time commitment from the new commissioner, I will respectfully decline your appointment at this time. My most important role is that of a mom, and after much discussion of the effects of this challenging position, I am concerned about the effects on my family.”

White, a Salt Lake City resident, is presently Vice President of Compliance for the Western Electricity Coordinating Council. Her past roles include director of the Utah Division of Public Utilities, commissioner on the Utah Public Service Commission, and director of the Utah Department of Commerce. A University of Utah adjunct professor in the MPA program, White also serves on the university’s College of Social and Behavioral Science Advisory Board.
