Helper City Council member Amanda Wheeler presented a proposal to her fellow council members during Thursday evening’s regularly scheduled meeting. The proposal was to replace the volleyball court located near the Helper Walkway, with a boulder park.
Boulder parks are often found in other towns and cities. It is a small area of the park clustered with boulders that give the area a unique look and allow a climbing activity for children of the city. However, the sand already located at the volleyball net is not safe for the boulders, according to the project’s risk manager.
Special material would need to be placed under the boulders. There are several types of material that can be used, ranging in price. The boulder park was approved by the council with the stipulation that the cost be investigated.
The council then collectively took the time to re-approach a proposal to rescind the ordinance that does not allow dogs on the Helper walkway and subsequent public areas. Each council member had a copy of the new proposed ordinance given to them and was informed that it was a very basic ordinance.
Councilman Thomas Williams stated that he believes it to be a good opportunity for the area and does not see a problem with it. With this ordinance, dog owners will be able to walk their pets on the walkway and sidewalks as long as they are on a leash that is no longer than eight feet.
Dog owners are expected and required to be responsible for their pets and clean up after them. Pets are not allowed in the playground or cemetery, with the exception of service dogs.
