PUBLIC NOTICE IS HEREBY GIVEN, pursuant to Utah Code Annotated §11-13-219 of the Interlocal Cooperation Act, as follows:
CARBON COUNTY, a body corporate and politic of the State of Utah, has entered into an Agreement for Joint Mental Health Services and Joint Substance Abuse Services, dated November 19, 2019 (hereinafter the “Agreement”).
The parties to the Agreement are CARBON COUNTY, EMERY COUNTY, GRAND COUNTY, each a body corporate and politic of the State of Utah (hereinafter individually “County” or by its own name, and collectively the “Counties”) and FOUR CORNERS COMMUNITY BEHAVIORAL HEALTH, INC. (hereinafter “FCCBH’’).
The Agreement is (1) an interlocal cooperation agreement between Carbon County, Emery County, and Grand County to provide mental health prevention and treatment services and
substance abuse prevention and treatment services within the meaning of Utah Code Annotated §§17-43-101 et seq., the Local Human Services Act, injoint cooperation with each other, and (2) an agreement between the Counties and FCCBH, as the Counties’ private contract provider, for FCCBH to provide such mental health services and substance abuse services for the Counties.
The term of the Agreement is for a period often (10) years commencing on January 1, 2020 and terminating on December 31, 2029.
Under the Agreement, the Counties shall pay FCCBH the following: (1) the amount allocated by each County for such mental health services and the substance abuse services to be provided under the Agreement, calculated according to the population formula set forth in the Agreement, and (2) the amounts transferred to each County and/or to the Counties from State funds and/or federal funds made available for such mental health services and the substance abuse services.
The Agreement, and the Carbon County Commission’s Resolution approving the Agreement, will be available for review at the Office of the Carbon County Commission, 751 E. 100 North, Suite 2700, Price, Utah, during regular business hours for thirty (30) day immediately following the publication of this Notice of Agreement.
