REQUEST FOR PROPOSALS – Sale of Real Property owned by Carbon County

PROJECT SUMMARY:

The Carbon County Board of Commissioners seeks to sell 277.68 acres of real property situated in the area commonly known as Hidden Splendor Mine.  The property is known as tax parcel numbers 2A-0841-0000, 2A-0841-0001, and 2A-0850-0000.  The property consists of undeveloped steep mountainous terrain. The property is at the West end of Consumer’s Road with the road running right through the property.  Additional information regarding the property can be obtained from Barry Horsley at (435) 636-3777.

Carbon County is accepting proposals to purchase or exchange the properties.  The County Assessor has determined the appraisal value to be $105,000.00.  Proposals for an exchange of property must identify the parcel to be exchanged and provide an estimate of its fair market value, and should also identify any unique economic, cultural or other benefits to the residents of Carbon County that may constitute consideration in the form of contributing to the safety, health, prosperity, moral well-being, peace, order, comfort or convenience of County residents (see Utah Code Annotated section 17-50-303). The Commissioners will accept the proposal which they find provides the greatest consideration in exchange for the parcels, taking into account proposals for monetary value as well as proposals to exchange property that constitute consideration in a non-monetary format as defined by U.C.A. 17-50-303.

PROPOSALS DUE:

Proposals must be submitted in a sealed envelope marked “Hidden Splendor Mine Property Sale” by 5:00 p.m. on August 4, 2020 to the Carbon County Clerk/Auditor’s office located at 751 E 100 N, Suite 1100, Price UT 84501.

Proposals will be opened and acknowledged on the record at the regularly scheduled meeting of the Carbon County Board of Commissioners on August 5, 2020, at 4:30 p.m. at 751 East 100 North, in the Commission Chambers on the Second Floor.  An award of sale or exchange will be made at a later date after the proposals have been reviewed by the County Commission.

Carbon County also reserves the right to modify or cancel this solicitation at any time.  Carbon County reserves the right to reject any or all proposals received.  Furthermore, it shall have the right to waive any informality or technicality in proposals received when in its best interest. Carbon County further reserves the right to consider proposals in a closed session of its meeting as allowed by Utah Code Annotated section 52-4-205(1)(d).
