REQUEST FOR STATEMENTS OF INTEREST FOR THE PURCHASE, EXCHANGE, OR DONATION OF REAL PROPERTY

PROJECT SUMMARY:

The Carbon County Board of Commissioners seeks to sell, donate, or exchange surplus real property situated at 30 East 200 South, Price, Utah.  The property also extends to the corner of Carbon Avenue and 100 South.  The property consists of Carbon County Tax Parcel Numbers 01-0231-0000, 01-0232-0000, 01-0235-0000, and 01-0236-0000.  It consists of a building constructed in 1911 and an annex to the building constructed at a later date, and was most recently used as the Carbon County Senior Center.  The building has significant structural and safety issues.  It is the intent of the County to dispose of all of the parcels listed above, and to do so in a manner most likely to resolve the safety and liability issues associated with the property.

Carbon County is seeking statements of interest from persons or entities interested in purchasing, exchanging, or receiving by donation the property in its present condition.  Qualifying statements of interest should include, at a minimum:

  • The name and contact information of the person responsible for the statement of interest;

 

  • If the party is not a charitable or non-profit entity, a statement affirming that the interested party presently has sufficient means to purchase the property or to obtain immediate funding to purchase the property if it were determined the property value exceeded $100,000;

 

  • A statement affirming that the interested party has the means to remodel the building and resolve its safety issues, or alternatively, a statement affirming that the interested party desires to and has the means to demolish the building;

 

  • The anticipated timetable for remodeling or demolishing the building after obtaining ownership of the property;

 

  • Whether the interested party is a for-profit or non-profit entity; and

 

  • A short statement of the general intended use of the property.

Interested parties are NOT requested to submit a proposed amount for the purchase of the property at this time.  Interested parties who believe that any portion of their statements contain trade secrets, commercial information, or nonindividual financial information exempt from disclosure under Utah Code section 63G-2-305 or other provisions of the Governmental Records Access and Management Act (GRAMA) must submit an explanation of the basis for such assertion.

After receiving and reviewing qualifying statements of interest, Carbon County will then consider whether it is beneficial to county residents to obtain appraisals of the property and issue a request for proposals for the sale of the property, or to dispose of the property in another manner allowed by law.  Persons or parties submitting qualifying statements of interest will be given direct notice of any request for proposals later issued by the County.  No awards of sale, exchange, or donation will be issued based solely on statements of interest received pursuant to this notice.

If no statements of interest are received, Carbon County may dispose of the property in any manner allowed by law and local ordinance, including donating the property to another governmental entity or charity.

PROPOSALS DUE:

Proposals must be submitted in a sealed envelope marked “STATEMENT OF INTEREST – OLD SENIOR CENTER BUILDING” by 5:00 p.m. on January 14, 2020 to the Carbon County Clerk/Auditor’s office located at 751 E 100 N, Suite 1100, Price UT 84501.

Proposals will be opened and acknowledged on the record at the regularly scheduled meeting of the Carbon County Board of Commissioners on January 15, 2020, at 4:30 p.m. at 751 East 100 North, in the Commission Chambers on the Second Floor.

Carbon County also reserves the right to modify or cancel this solicitation at any time.  Carbon County further reserves the right to consider statements in a closed session of its meeting as allowed by Utah Code Annotated section 52-4-205(1)(d).
