September a Busy Time for Castle Dale City

An ordinance annexing property for Hardman’s was passed unanimously at the September’s Castle Dale City Council meeting. This sizable piece of property is located north of 400 North and east of 300 East and extends to Highway 10 on the east (the Christmas tree farm). The zoning requested was central commercial.

Adrianna Chimaras requested a fee waivers for the Joe’s Valley Fest and permission to place pole banners on Main Street in Castle Dale. The Joe’s Valley Fest is scheduled for Sept. 25-29. The requests were granted.

Councilman Brad Giles presented a demonstration on the Mill Ditch water shares that will be transferred to the city now that water is no longer in the ditches. This will be 117 shares and cost the city a prescriptive fee of $4,212 and a yearly O&M fee of $702. Giles also requested support of the Castle Valley Special Service District bond election. A list of needed projects for the city was also discussed for Giles to take to the next service district board meeting.

It was reported that Castle Dale’s secondary water will be shut off on Oct. 4. The burn window for Emery County began on Sept. 15 and will end Nov. 15. Burn permits can be obtained online by going to the county web site and clicking on Castle Dale. These permits are necessary even though it is during the burn window. This was reported by Castle Dale City Fire Chief Nosh Arrien.

Arrien, also the city’s maintenance foreman, updated the city’s snow removal S.O.P.’s as recommended by legal counsel. This included the inclusion that citizens will be required to move cars off from city streets when snow is in the forecast so that plows can work along the narrow streets. There will be no gutter to gutter or curb to curb removal, but two passes on each street.

Animal control officer Seth Smith reported a case going before the judge regarding dog bites in the city. Kerry Lake, zoning administrator, told of two more zoning ordinance changes requested to the Land Use Committee but they were not ready for the council’s vote. This discussion will be on the agenda for the next planning and zoning meeting on Sept. 26.
