Registered Sex Offender Apprehended in Forcible Sodomy Case

In late June, a Price City Police Officer was dispatched to a possible sexual assault incident. Upon making contact with the victim, the officer was informed of an incident that reportedly occurred on June 15, in which the victim was at her sister’s residence following a night at the bar.

The suspect, 32-year-old Ricky James Jenkins, allegedly sat next to the victim and made her uncomfortable. She stated that she asked him to move, but does not remember anything following. The victim stated that she and Jenkins had both ben intoxicated at the time of the incident.

The report continued to state that later, the victim woke up to Jenkins reportedly whispering “I’m sorry I did that to you,” in her ear. The victim then noticed her underwear was missing and located it on the side of the couch. She reported this information to her sister, who stated she allegedly heard Jenkins ask the victim to kiss him, but had not thought anything of it, as Jenkins and the victim had previously been in a relationship.

Prior to this incident taking place, the victim then informed the officer that another incident involving her 13-year-old daughter had taken place, with Jenkins once again allegedly intoxicated at the sister’s home and urinating in the living room on the floor, near the sleeping daughter’s head.

Following this, the juvenile reportedly informed the victim’s sister that Jenkins had laid next to the juvenile to sleep and she wanted him out of the bed. With this information, the PCPD officer spoke with the sister, who was reported as seeming hesitant to provide information. The sister stated that she knew about the urinating incident and later acknowledged the incident with the victim.

The sister and Jenkins are employed at the same place and the sister stated that a coworker had informed her that, during a conversation with Jenkins, he had allegedly admitted to sexually assaulting the victim orally.

The officer then made contact with Jenkins, who waived his Miranda Rights and agreed to speak. The officer reported that Jenkins admitted to having knowledge of the incident involving the victim, as well as the incident with the juvenile, though he denied any involvement and stated he was with the sister at the time the incident supposedly occurred.

Jenkins was placed under arrest for forcible sodomy and lewdness involving a child. Jenkins is a registered sex offender in the state of Utah and was previously convicted of rape of a child.

On July 3, Jenkins had an initial appearance, where a waiver hearing was scheduled for Monday, August 12.
