Coal Combustion Residual (CCR) Ash #2 Landfill

Sunnyside Cogeneration Associates (SCA) submitted a permit application for the Sunnyside Power Generation Facility Coal Combustion Residual (CCR), Ash #2 Landfill located approximately one mile southeast of the generation facility on property owned by SCA at Sunnyside, Utah in Carbon County. The permit application has been reviewed by the Division of Waste Management and Radiation Control and has been determined to be complete and in compliance with the Utah Solid Waste Permitting and Management Rules.  A DRAFT Permit has been prepared by the Director of the Division of Waste Management and Radiation Control.  This permit allows the facility to operate the Ash #2 CCR Landfill for ten years after the permit has been approved and signed.  The Director of the Division of Waste Management and Radiation Control is seeking public comment on the DRAFT Permit.  The CCR unit will receive site-generated non-hazardous industrial CCR waste from the Sunnyside Power Generation Facility.

The public comment period on the DRAFT Permit begins October 21, 2020 and will end November 20, 2020. If a public hearing is warranted, a date and time with information will be issued.

Written comments will be accepted if received by 5:00 p.m. on November 20, 2020 and should be submitted by U.S. Postal Service or a commercial carrier to the address below.

Under Utah Code Section 19-1-301.5 a person who wishes to challenge a Permit Order may only raise an issue or argument during an adjudicatory proceeding that was raised during the public comment period and was supported with sufficient information or documentation to enable the director to fully consider the substance and significance of the issue.
